On November 2, 2019, Judge Michael Simon of the United States District Court for the District of Oregon issued a temporary restraining order blocking the Trump Administration from implementing President Donald Trump’s Executive Order requiring many intending immigrants to establish either that they have health insurance or they otherwise have the means to pay for foreseeable health care costs.1 The temporary restraining order is effective for 28 days.
