USCIS Publishes Final Rule For $10 H1B Registration Fee

On November 8, 2019, the United States Citizenship and Immigration Services (USCIS) published a new final rule in the Federal Register providing for a $10 H1B registration fee [84 FR 60307 (Nov. 8, 2019)]. The rule, effective December 9, 2019, will impose a $10 fee on H1B petition registrations. However, despite the fact that the rule takes effect on December 9, the USCIS has not yet implemented its online H1B registration system. The USCIS explains that it “is slated to implement the registration process for the fiscal year 2021 H-1B cap selection process, pending completed testing of the system” [PDF version]. Assuming that the H1B registration system goes into effect as planned, the new H1B registration fee will be a requirement for H1B petitions filed in spring 2020 for the FY 2020 cap.
